COMMERCE BUSINESS DAILY ISSUE OF DECEMBER 17,1999 PSA#2498LOW PROFILE MOLLE BACKPACK COMPONENTS Under the authority of FAR
6.302-1, the U.S. Army Materiel Command Acquisition Center, Natick
Contracting Division, Natick, MA intends to award a contract on a sole
source basis with Down East, Inc., 69 Main Street, Bridgton, ME 04009
for the production of Steel Injection Molding Tools capable of mass
producing pack frames, hooks, hook plates, belt-inserts and three-point
cups in support of and directly related to the MOLLE and Land Warrior
programs. All items are to be produced by these molds are compatible
with the Down East, Inc. Low-profile Single-point and Three-point
attachment systems. As part of the contract, Down East, Inc. will
produce 150 sets of samples. The Contractor has unique qualifications
due to the proprietary materials and patents pending used in the
production of the items. Down East Inc. also has extensive knowledge of
the integration of the systems associated with the current pack frames.
Down East, Inc. is the current producer of the system and has extensive
knowledge of the system and they are able to meet the required April 1,
2000 delivery requirement due to the operational test for their
systems. Interested parties who contend that they are capable of
providing the supplies are required to submit a proposal within 7 days
from the publication of this notice. Specific factual data, product
literature, and other pertinent information, which demonstrates their
capability in providing these items, shall be submitted to the above
address, Attention: Mr. Thomas Bouchard (AMSSB-ACN-S) and the
information submitted will be used as an evaluation basis to determine
competence to successfully meet the requirements. All proposals
received within the 7 day notice period will be considered by the
Government. The Government reserves the right not to open this
requirement to competition based upon responses to this notice.
Technical responses and requests received, as a result of this Notice
of Intent, will be considered solely for the purpose of determining
whether to conduct a competitive procurement. See Note 22, which is
decreased from 45 days to 7 days. The response time is reduced in order
