66 -- PAS MULTIGAS MONITOR AND OPTICAL FILTERS NOTICE OF INTENT TO SOLE SOURCE. The National Institute for Occupational Safety and Health (NIOSH) in Morgantown, WV plans to purchase a PAS multigas monitor, Model 1312 and various optical filters which utilize photoacoustic infrared spectroscopy techniques. The instrument can measure a wide range of gases/vapors in low levels, and is highly accurate, reliable, and stable. It has the ability to compensate any measurement for temperature fluctuations, water-vapor interference, and interference from other gases. These features and the fact that more gases could be added to its library, make it a unique instrument for our purposes. The lower detection limit requirements are as follows: Glutaraldehyde (greater than or equal to 0.2 ppm); Carbon monoxide (greater than or equal to 0.3 ppm); Sulphur hexafluoride (greater than or equal to 0.01 ppm); Total Organic Carbon ref.Toluene (greater than or equal to 0.08 ppm); and Toluenediisocyanate (TDI) (greater than or equal to 0.2 ppm). We require the instrument to have a wide range of measurement, meaning the upper detection limit of greater than 3 orders of magnitude, and be capable of detecting other gases with future purchase of additional filters. A sample volume of less than 200 ml, and short integration time for sampling (less than or equal to 5 seconds) are desired due to the nature of our studies. The Government intends to negotiate on a sole-source basis with the California Analytical Instruments, Inc., Orange, CA. This notice of intent is not a request for quotations.
