This synopsis revises the notice for solicitation N00140-00-Q-0671 that appeared in the December 3, 1999 issue of the Commerce Business Daily. The Government intends to procure 127,817 manhours of military analysis support for the United States Joint Forces Command's (USJFCOM) Joint Warfighting Center (JWFC). Support is required in the areas of training program support; exercise scenario development; simulation design; operation, control, and analysis; analytical support for after-action reporting; opposing forces staff functions; and systems management and operation. FISC Norfolk Detachment Philadelphia intends to procure the required services through a modification to contract N00140-95-C-H005 with TRW, Inc. pursuant to the authority of 10 U.S.C. 2304(c)(1), "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements" as implemented by Federal Acquisition Regulation 6.302-1. TRW is currently providing the required services to the JWFC under contract N00140-95-C-H005 which has a performance period through May 21, 2001. The instant procurement is to provide the contractor support that is required to meet emergent requirements through the end of the contract's performance period. As the incumbent contractor, TRW is the only source for the required services that will meet the JWFC's requirements. Procuring the required services from a source other than TRW is impractical. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, all proposals received by the specified response date will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
