informational and planning purposes only. Randolph Air Force Base (AFB)
is conducting market research to identify potential 8(a) or small
business (SB) sources interested in performing the fuels operation and
management function at Randolph AFB. The contemplated requirement
includes requisition, receipt, storage, issue, quality and accounting
of petroleum fuels and cryogenics to manage and operate aviation and
ground fuel servicing; bulk fuel and storage; fuels laboratory; and
data collection/processing for Randolph AFB. The SIC code is 8744 and
the size standard is $5 million. No solicitation for this requirement
exists; therefore, DO NOT REQUEST A COPY OF THE SOLICITATION. A copy of
the DRAFT Statement of Work may be viewed at http://www.eps.gov. The
anticipated solicitation, when published, may also be synopsized at
this site. It is the responsibility of all potential offerors to
monitor these cites for release of any future solicitation or synopsis.
THE 12TH CONTRACTING SQUADRON REQUESTS 8(A) OR SB CONCERNS CAPABLE OF
PERFORMING THIS EFFORT SUBMIT A CAPABILITY STATEMENT NO LATER THAN COB
10 JAN 2000. Information submitted in the capability statement should
include company name, address, telephone number, point of contact,
business size (whether SB or 8(a) status) and general description of
the company and services provided. Submit a list of your company's most
recent and relevant contracts for providing the same or similar type
services to include contract number, place of performance, customer
point of contact, telephone number, contract type, amount of award, and
period of performance. With each contract referenced, include a brief
description of the services performed and whether performance was
considered acceptable or an explanation for performance problems noted.
All relevant input is encouraged, to include commercial information. In
addition, each submitter must provide a detailed response to the
following 8 questions, documenting your responses with factualmaterial:
(1) Do you have the technical and financial capability to provide
personnel, equipment and materials needed to perform aviation and
ground fuel services at a military installation that receives,
maintains and issues over 2.5M gallons of product monthly? (2) Do you
employ personnel who are knowledgeable and trained on military
Technical Orders and Instructions that provide requirements for
maintaining military specification petroleum products? (3) Do you
employ personnel who are familiar with military flightline operations
and are they prepared to meet stringent aircraft refueling response
requirements for over 2.5K aircraft services monthly on a 24 hour 7 day
a week basis? (4) Do you employ personnel who are trained on Fuels
Automated System software programs, cryotainer tank maintenance and
fuels accounting procedures? (5) Do you employ personnel who are
knowledgeable on federal and state environmental responsibilities and
requirements when handling petroleum products? (6) Is your company
preparedto be liable when negligent, for environmental and safety
accidents? (7) Is your company prepared to provide uninterrupted fuel
support services to a mission essential function that supports the
national defense of the country? (8) Do you employ personnel who
possess necessary certifications required to provide services in
support of a military fuels contract operation? (Certifications
include; Commercial Drivers Licenses for transporting hazardous
cargoes, National Agency Checks and Secret Clearances.) The page limit
for the capability statements and answers to these questions is 50
pages. Indications of interest from SB or 8(a) concerns without the
required information regarding capability and eligibility will not be
considered in determining the suitability of this requirement for a SB

Government will not pay for information solicited or received. No

business, 8(a) or any other set aside arrangement as deemed appropriate
for this procurement. To be eligible for any future contract for the
described services, prospective 8(a) or SB concerns must be registered
in the Department of Defense Central Contractor Registration (CCR).
