E-MAIL: Richard Smith, rasmith@pica.army.mil. The office of the Product
Manager for Mortar Systems is contemplating improving the M934A1 120MM
High Explosive (HE) mortar cartridge to comply with Insensitive
Munitions (IM) standards by using ignition systems less sensitive to
thermal and shock stimuli. The US Army will be assessing the
sensitivity of the current ignition system to serve as a baseline for
evaluating potential improvements. Sensitivity shall be measured by the
IM test criteria set forth in MIL-STD-2105B. The current ignition
system uses an energetics such as the M35 primer, black powder pellet
and double-base ball powder propellant. It is intended that less
sensitive Ignition System maintain the performance of the current HE
cartridge. The purpose of this survey is to identify companies
developing or producing ignition system with reduced sensitivity to
unintended thermal or shock environments for the durations defined in
MIL-STD-2105B. Interested companies are requested to submit a brief
response describing each candidate ignition system, its thermal and
chemical characteristics, physical properties, sensitivity,
performance, stability and a generalized production capability. This
response mayconsist of existing literature on current capabilities and
efforts in the IM area. Providing information such as test results or
technical assessments would be helpful. Proprietary information should
be properly identified. Your submission should include organization
name/address/point of contact and phone number, and whether the company
is a large or small business. The government is considering initiating
an Advisory Multi-step Process, in accordance with FAR Part 15.202, in
February 2000. Respondees to this sources sought will receive direct
notification of a release Advisory Multi-step Process request. If you
have any questions reguarding this sources sought request, please
contact Mr. Robert Marchak, AMSTA-AR-WEE-A, 973- 724-2746, e-mail:
rmarchak@pica.army.mil. This is a sources sought notice for planning
purposes only and not intended for proposal purposes. While there will
be no restrictions on any development arising from this market survey,
production may be limited to the US/Canada; licensing of technology
will be required when source is OCONUS. Posted 12/21/99 (D-SN410347).
