for an indefinite delivery, indefinite quantity contract for projects
throughout the National Park Service, Alaska Region. The contract will
be awarded for the base year plus four option years. The work and
services may consist of planning and design services and surveys,
investigations, analyses, and remedial designs for hazardous substances
as required by the following laws and regulations: the Comprehensive
Environmental Response, Compensation and Liability Act (CERCLA), the
Superfund Amendments Reauthorization (SARA), the Resource Conservation
and Recovery Act, the Pollution Prevention Act (PPA), the Emergency
Planning and Community Right-to-Know Act (EPCRA), the Clean Water Act
(CWA), the Clean Air Act (CAA), the Toxic Substances Control Act
(TSCA), the Oil Pollution Act of 1990 (OPA 90), the National
Environmental Policy Act (NEPA) as well as Alaska State laws and
regulations which may have primacy. Project areas may include, but are
not limited to alltypes of NPS facilities and sites including historic
and non-historic structures, visitor centers, administration and
maintenance facilities, concession facilities, comfort stations,
campgrounds, picnic areas, roads, trails, parking, water and sewage
treatment facilities, USTs, waterfront facilities, landfill areas,
mining sites, abandoned mining lands, and undeveloped land. Firms will
be evaluated on two evaluation factors listed in their descending
order of priority. (1.) Specialized experience and technical competence
of key team members in the type of work required (50%), consisting of:
(a) Environmental Science and Engineering Support in arctic, subarctic
and Marine Environments. Demonstrated specific experience in
preliminary assessments, site investigations, site characterizations,
remedial investigations, CERCLA response activities, site monitoring,
and preacquisition screening in accordance with State and Federal laws.
This includes specific expertise in geology, geophysics, hydrogeology,
environmental modeling, environmental sampling and analysis,
engineering design and analysis, natural resource damage assessment and
restoration, among others. (b) Environmental Sampling and Associated
Analytical Chemistry. Demonstrated experience with appropriate site
specific environmental sampling and associated analyses. This includes
knowledge of sampling methodology and current sampling test
technology, and the ability to conform with holding times and to
interpret analytical results. (c) Remedial Design, Technology
Development & Implementation. Demonstrated ability to produce cost
effective, regulatory-sanctioned, and easily implemented and maintained
methods of solving environmental problems and remediation of
contaminated sites in arctic, subarctic, and marine environments.
Demonstrate solutions that integrate the protection and preservation of
natural, cultural, and historical sites. (d) Environmental modeling.
Demonstrated ability to perform accurate environmental modeling in
arctic, subarctic, and marine environments. (e) Professional
Qualifications of key team members necessary for satisfactory
performance. Proof of all required State of Alaska certifications to
perform work shall be provided. (2.) Organizational Qualifications
necessary for satisfactory performance (50%) consisting of: (a) Ability
of proposed team organization to coordinate the work, delegate
responsibility and assignments of authority in order to meet
established schedules and levels of quality. (b) Experience of the
prime and any consultants working as a team. (c) Capacity to accomplish
the work in the required time given the current and projected work
loads of the firm and its consultants. (d) Document Preparation.
Demonstrated ability to produce complete, clear, comprehensive
environmental planning, compliance documents, reports and designs
requiring minimum review changes. These documents may include
environmental assessments, environmental impact statements, solid waste
management plans, pollution prevention plans, and Federal and State of
Alaska permits. (e) Hazardous and Toxic Substance Management,
Characterization, Removal, and Disposal. Demonstrated expertise in
developing inventories of contaminated sites, hazardous substances and
resources at risk, and knowledge of characterizing, treating and
disposing of hazardous waste/substances. (f) Performing submittal and
shop drawing review, construction inspection/ management and
post-construction services. (g) Past performance on contracts with
government agencies and private industry in terms of demonstrated
ability to produce designs that are bid at or below the project
estimate. (h) Knowledge of the locality of the projects. (i) Use of
CADD. (j) Providing expert witness testimony. The total of all work per
year is estimated to be $500,000 consisting of an estimated 2-3 site
characterizations, 1-2 remedial designs, and an occasional risk
analysis. The type of environmental modeling is risk analysis and
contaminant migration pathways. Firms interested in being considered

and 255 for themselves and each subcontractor, by the close of
business, January 27, 2000, to the contracting office listed above. All
