E-MAIL: Jeanne V. Moschetti, jmoschet@pop100.gsfc.nasa.gov. NASA/GSFC plans to issue a Request for Quotation (RFQ) for a dewar which is a commercial off the shelf product from Infrared Laboratory. The modified dewar must be identical to an existing modified dewar in the laboratory to ensure its compatibility and also to ensure that the precise functionality is attained and integrated into an existing system. Extensive additional engineered components have been designed and contructed for this dewar. Therefore, Infrared Laboratories is the only vendor which can build this system to the desired specifications. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/GSFC intends to purchase the items from Infrared Laboratory in Tucson, AZ. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on 2/3/00. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government.
