lcountee@ars.usda.gov. The USDA, ARS intends to negotiate on a sole
source basis, a five month contract with three one month option periods
for operations and maintenance support services to a Government-owned
facility at Albany, California. Functions include preventive
maintenance, work management, building maintenance, alteration and
repair, heating, ventilation, air conditioning and refrigeration;
security, grounds maintenance, electrical, housekeeping, environmental,
health and safety, and administrative services. A cost plus award fee
contract effective February 1, 2000 will be awarded. Award of a bridge
contract is required for the following reasons. The services are
available from only the original source in the case of a follow-on
contract to extend the service for the continued highly specialized
services. No other offer could immediately perform all of the required
services within the time frame and without incurring substantial cost.
J.A. Jones is the only feasible source for these services because any
other contract would incur excessive projected duplicated cost and
schedule risk to provide the services. The government is converting
it's work management system to become Y2K compliant. All of this is
vital to the research mission areas at the Albany Research Location
that the incumbent continue to provide operation & maintenance support.
The six primary entities missions include solving researchable food and
agricultural problems of national scope at WRRC; provide the means to
control plant gene expression to develop plant germplasm with inherent
increased productivity and quality characteristics at PGEC;
responsibility for research programs in California, Hawaii, and the
Western Pacific at PSW; national and regional responsibility for
research in the area of natural resources at PSW-AFSL; responsibility
for programs in California, Hawaii, Alaska, Washington, Oregon, Idaho,
Nevada and Arizona at the PWA, Office of the Director; and
responsibility to provide administrative services to the PWA. No
