The Bureau of Reclamation, Grand Coulee Power Office, P.O. Box 620, Grand Coulee WA 99133, has a requirement for one new three-phase 105/140/175 MVA, 230 kV Grd Wye/132.8kV -- 13.8 kV delta transformer with oil, tank-mounted surge arresters, and all ancillary equipment that will be specified in the specifications. The contractor shall assemble, field test and make the transformer completely ready for energization. The transformer will be installed at the Pumping Plant transformer deck at Grand Coulee Dam. The dam is located in Okanogan County, Washington, approximately 90 miles west of Spokane Washington. Grand Coulee can be reached via U.S. Highway No. 2 and State Highway No. 174, from Spokane Washington. Award will be based on the best value to the Government and evaluation criteria will include past performance, experience, quality and capabilities of the proposed manufacturing facility, warranted efficiencies, transformer design, transportation plan, and price. The criteria will be further defined in the solicitation. Offerors may request the solicitation in writing to Bureau of Reclamation, 1150 N. The solicitation will be issued on a CD-ROM there will be no charge for the first copy of the CD solicitation -- additional copies available for a non-refundable fee of $15 per CD. This requirement is not set-aside for small business, this acquisition will be a full and open competition. The standard industrial classification code is 3612 and the size standard is 750 employees. All responsible sources may submit an offer, which will be considered by this agency. The due date for offers referenced in this synopsis is subject to change. At this time, a site visit has not been scheduled, but the RFP, when issued, will include the specific date, time and meeting location for the site visit as well as providing a contact point for the site visit.
