requirement for hand-held Palm IR thermal imagers.. Solicitation No.
00Q037 is issued as a Request for Quotations (RFQ). This action is a
100% small business set-aside. The SIC code is 5065 and the size
standard is 500 employees. The U.S. Secret Service has a requirement
for a quantity of 9 each, Thermal Imager hand-held Palm IR 250 with 50
mm lens, Raytheon equipment or equal, per the following
specifications: Standard Equipment -- Camera must have AC/DC Battery
Charger, 2 Rechargeable Camcorder Batteries, Operational Manual and
Lens Cleaning Kit; Parameters -- Detector is 320 x 240 un-cooled
ferroelectric, Spectral Response is 7 to 14 microns, Thermal
Stabilization- has a thermoelectric cooler, video update rate is at
least 30 hz real time, typical time to operation is 25 seconds or less
at 25 degrees; Interfaces -- VCR Compatible Video Output includes an
RCA Jack (EIA RS-170 NTSC), RS-232 Serial Communications Port for
external Control; Electrical -- Typicalpower consumption is 3.5 watts
or less, to conserve power there is a stand-by mode, operating time per
battery is 3.5 hours or greater; Physical and Environmental -- Weight
of unit 3 pounds or less, unit conforms to one hand operation, unit
conforms to standard tripod mount, unit operates between -20 degrees to
49 degrees centigrade, unit is contained in a water-resistant housing,
operating humidity is 0-95% non-condensing; Lens -- unit has a 50mm
Motorized Focus and Palm IR Twist lock interface. The twist lock Lens
Mount is required to mount alternate lens. The motorized focus is for
remote installations. Carrying case -- durable carrying case, which
contains the unit and can be shipped safely. ALL QUOTERS MUST STATE THE
BRAND-NAME PRODUCT QUOTED. IF THE QUOTER IS PROPOSING ANYTHING
DIFFERENT FROM THE RAYTHEON PALM IR 250 WITH THE ABOVE SPECIFICATIONS,
COMPLETE TECHNICAL LITERATURE MUST BE SUPPLIED ALONG WITH AN
EXPLANATION PROVIDED BY THE QUOTER EXPLANING ANY DIFFERENCES BETWEEN
WHAT IS QUOTED ANDTHE SPECIFICATION HEREIN. FAILURE TO PROVIDE SUCH
LITERATURE AND EXPLANATION MAY, AT THE GOVERNMENT'S SOLE DISCRETION,
RENDER THE QUOTATION UNACCEPTABLE; THE BURDEN OF PROOF IS UPON THE
QUOTER, NOT THE GOVERNMENT, TO DEMONSTRATE EQUALITY OF ANY SUBSTITUTE
PRODUCT OFFERED. Shipment is FOB Destination (all freight included in
the offered price) within 6 weeks after receipt of contract to the U.S.
Secret Service Technical Security Division, 843 Brightseat Road (Rear),
Landover, MD 20785. EVALUATION PROCEDURES: Quoters shall provide points
of contact by name, telephone number, and organization with whom you
have had contracts within the last eighteen months. If the company has
not been in existence for eighteen months, provide resume information
on corporate staff. This past performance information shall be graded
as acceptable, unacceptable or neutral. Award shall be made to the
lowest priced, responsible quoter with acceptable past performance
whose offer conforms to the terms of the solicitation as stated herein.
If a different product is offered from Raytheon brand-name, it must be
evaluated by the Government as being the equal of the brand-name
Raytheon product by meeting the specifications herein, in order to meet
the terms of the solicitation. Upon award, no substitutions may be made
for the offered brand-name accepted by the Government. Quoters must
include a signed copy of the Representations and Certifications (FAR
52.212-3) and Veterans Reporting Requirements with their offers. Copies
of the FAR clauses cited herein are available on the Internet at www.
arnet.gov/far. A copy of the required Representations and
Certifications may be obtained from the U.S. Secret Service Procurement
homepage at www. treas.gov/usss/proc, then click "Procurement
Opportunities" and scroll down to click number 1, FAR Clause 52.212-3,
and number 3, Compliance with Veterans Employment Reporting
Requirements, and print the applicable clauses from your Web browser
