Architect-Engineering services for commerical/industrial type
activities at Pope Air Force Base, NC, to include: production of design
calculations, drawings, cost estimates specifications and contractual
provisions required to execute construction projects, and
accomplishment of fact findings, studies, surveys, investigations, and
economic analysis and briefings in support of said design activities.
The resulting indefinite delivery indefinite quantity (IDIQ) contract
will be for a base year and three option years, will note exceed
$750,000 for any given year or option period, and will have a
guaranteed minimum fee of $5,000. No individual delivery order may
exceed $299,000 in fee with the exception of the initial order used to
start the contract. Funds for contract shall be obligated within the
year appropriated. As projects having design fees of $299,000 or less
are identified they are accomplished by issuance of delivery order
against the contract. Typical work includes but is not limited to: (1)
lighting and power distribution systems; (2) heating and air
conditioning systems, and 3) minor construction, maintenance,
alteration, and repair miscellaneous services and utilities. Evaluation
criteria is as follows: 1)Professional qualifications necessary for
satisfactory performance of required services; 2) Specialized
experience and technical competence in the type of work required,
including, where appropriate, experience in energy conservation,
pollution prevention, waste reduction, and the use of recovered
materials; 3) Proximity of firm to general geographic area of Pope AFB
NC.; (4) Past performance on contracts with Government agencies and
private industry in terms of cost control, quality of work, and
compliance with performance schedules; (5) Volume of DOD work
previously awarded; (6) Auto CADD capabilities; and (7) Innovative and
creative approaches for design and energy conservation. This
acquisition is unrestricted. Interested firms must submit required data

254 and 255 within 30 calendar days of the date of this publication
will be considered for selection. Two open end A&E contracts may be
