(760) 939-3772 The Naval Air Warfare Center Weapons Division enter
into negotiations on a Limited Full and Open Competition basis to
procure a quantity of up to 160 each LRU-16/P Life Rafts, NSN
4220-01-003-6763LS. The Life Raft is an integral part of the Parachute
Survival Ensemble (PSE), an emergency parachute system designed for
the E-2C aircraft. The Life Rafts were developed and qualified by the
Air Force. Any procured Life Rafts must be identical to the existing
items for interchangeability and compatibility. The Life Rafts shall be
manufactured in accordance with Military Specification MIL-L-83491A
Notice 1 of 31 July 1997. The following description are exerpts from
the Military Specification: material for the primary buoyancy tube, the
canopy, and the floor shall be coated nylon cloth (lusterless blue);
life raft shall inflate to its design shape within 50 seconds; minimum
6 hours primary buoyancy; volume excluding inflation assembly, shall
not exceed 400 cubic inches; maximum weight, excluding inflation
assembly is 5.9 pounds; First article testing requirements. Remaining
Military Specifications will be furnished to qualified sources. The
award will be on a Full and Open Competition basis to limited sources,
which have been qualified to manufacture the life rafts. The limited
qualified sources which have been identified are Eastern Aero Marine,
3850 Northwest 25th St., Miami, FL 33142 and Patten Group, Inc., 1803
Madrid Ave., Lake Worth, FL 33641. All offerors will be required to
submit information to verify their prior experience in the manufacture
of Life Rafts built to specific design. Delivery is required 6 months
after contract award. All responsible sources may submit an offer,
which will be considered. All offerors will be required to submit

other than the sources listed, shall be submitted in writing to Naval
Air Warfare Center Weapons Division, Code 210000D, Attn: Margaret Keen,
China Lake, CA 93555-6100, no later than 30 days from the date of this
synopsis and shall address experience and capability to produce the
Life Rafts, which will meet the requirements of the Government. RFQ can
