UNRESTRICTED. The estimated price range is over $10 million. This
project will be located at the John F. Kennedy Center for the
Performing Arts (JFKC) which houses six theaters of varying sizes,
which accommodate various scheduled and unscheduled events ranging from
dinner parties of a few people up to Presidential inaugurations which
host 10,000 or more people. The facility has three restaurants,
administrative offices that accommodate approximately 500 staff
members, and a parking garage. It attracts over four (4) million
visitors a year with performances and other events. The facility is
operated 365 days per year from approximately 7:00 a.m. to 1:00 a.m.
each day. The work included in this solicitation covers expansions to
the existing parking garage on both the north and south sides of the
building, site improvements, and work on the plazas adjacent to the
existing building. The facility will continue to be operational during
the entire construction process. The work on the garages will
encompass, but not be limited to, demolition of existing features,
foundation work to include excavation/sheeting/shoring/
drilling/placement of caissons, removal of contaminated soils, post
tension concrete work, pre-cast concrete work, waterproofing, stone
work, signage, mechanical, electrical and plumbing systems. The site
improvement portion of the project includes work not only on the
17-acre site, but also on the surrounding public streets including Rock
Creek Parkway. The site work will encompass, but not be limited to,
demolition of existing features, re-grading, utilities, new road ways,
concrete retaining walls, waterproofing, concrete repairs, stone work,
asphalt, concrete and stone paving, mechanical, electrical, plumbing,
exterior lighting, signage, landscaping and relocating art work. The
work at the plaza level surrounding the building entails, but is not
limited to the following: demolition of the existing marble pavers,
waterproofing, new concrete setting beds, installation of new stone
pavers, installation of a new safety rail at the west elevation,
removal of plant material at planters, replacement of vertical stone at
the west fascia, electrical and plumbing. The solicitation will be a
Request for Proposals, whereby offerors will be required to submit a
technical proposal, a price proposal, past performance information and
a Participation of Small Disadvantaged Business Concerns plan. Award
shall be made to the responsible offeror whose proposals, conforming to
the solicitation, represent the best value to the Government in terms
of price, past performance, and other non-price factors. Past
Performance, Price and other Non-price (technical) factors are
determined to be approximately equal in importance. Participation of
Small Disadvantaged Business Concerns will be included as a factor but
will be evaluated only on a pass/fail basis. This factor is not
weighted, however, the offeror must have a passing rating in order to
receive award. The non-price (technical) subfactors are (1) Ability to
Construct Similar Projects; (2) Project Team; and (3) Subcontractors.
The first subfactor has twice the importance of each of the two
remaining subfactors. The contract will be awarded with fixed price
provisions. The tentative date for award is June 2000. Copies of the
