NASA/GSFC plans to issue a Request for Quotation (RFQ) for Essential Services Node (ESN) MIL-STD 1553B/1773 Interface UTMC UT69R00 Microcontroller 2 Industry Standard 8251 parts, Industry Standard 8255 Port Devide, 16-Bit Serial to Parallel and Parallel to Serial Converter Industry Standard 8254 Counter/Time, 96KW of Onboard Memory Analog Power Strobing Sleep Mode to Save Power, Watchdog Timer, Subsecond Timer, 12-Bit A/D Converter, Flexible, Data-Driven and Event-Driven Data Capture and Event Sequencing, Time Management Service, CCSDS Telemetry and Command Packet Support, 12-Bit A/D Converter. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/GSFC intends to purchase the items from Honeywell Incorporated. The Essential Services Node (ESN) is a unique MCM computer system with no equivalent, developed jointly by Honeywell and NASA/GSFC for spaceflight distributed computer systems. Several different systems have been designed by NASA/GSFC and industry to use the ESN as a central processor, including communications components, power systems, attitude control systems, and space flight instruments. This procurement is for 3 ESNs to be integrated into the TDRSS Generation IV Transponder for the NASA/GSFC Swift Mission. Any attempt to integrate a different part or system of parts in place of the ESN would cause substantial delays which would jeopardize the success of the Swift Mission. The authority is 10 U.S.C.2304(c)(1), Only One Responsible Source. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on 2/28/00. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, basedupon responses to this notice is solely within the discretion of the government.
