NASA/DFRC plans to issue a Request for Offer (RFO) for expert
scientific, mathematical, geodetic and technical support to the Western
Aeronautical Test Range (WATR) of the Dryden Flight Research Center
(DFRC). Work will include highly specialized geodetic calcualtions
related to space positioning, on-board guidance, trajectory
predictions, etc., and other specialized support essential for the
calibration of mission-critical tracking systems. The contractor will
be required to provide technical documentation of mathematical
algorithms, software and hardware systems, and procedures related to
the acquisition and use of ground or on-board derived position and
guidance data. Software support will include development of new or
improved programs, subroutines, and software modules and furnishing
analytical programs to test the accuracy and suitability of operational
support hardware and software. The anticipated period of performance of
this contract is Oct. 1, 2000 thru Sept. 30, 2001, with 4 one-year
pricedoptions thru Sept. 30, 2005. NASA/DFRC intends to purchase these
services from GMD Systems, Inc. of Lancaster, CA 93584. The statutory
authority for this action is 10 U.S.C. 2304(c)(1)-Only One Responsible
Source. GMD Systems currently supplies numerous company-owned
mathematical algorithms used for reduction of mission data and, in
support of the X-33 program, a large number of GMD Systems routines
have been used throughout the planning, implementation, testing, and
data reduction phases of the program. Only GMD Systems maintains
up-to-date survey coordinates for all pedestals, calibration targets,
runway end-points, and calibration targets at both Edwards and Dugway,
as well as addition runway coordinates for Malmstrom AFB. Many of
these points were installed under the supervision of GMD Systems or by
GMD Systems. Additionally, GMD Systems wrote the simulation program
that is currently used to evaluate radar tracking performance and
coverage during any user-specified trajectory and maintains a
company-owned radar data system that has been used for the development
of new hard-ware and software needed to support many new projects
(such as Pegasus) and for the analysis and correction of problems
encountered on the real-time systems. No other contractor is familiar
with the work that has been performed in support of the NASA Extended
Range or possesses the same level of knowledge and expertise. A notice
of this procurement will be publicized on the NASA procurement WEB
site and in the Commerce Business Daily. The Government does not intend
to acquire a commercial item or service using FAR Part 12. See Note 26.
