COMMERCE BUSINESS DAILY ISSUE OF FEBRUARY 17,2000 PSA#2539A -- COMPOSITES AFFORDABILITY INITIATIVE COST ANALYSIS TOOL The
Composites Affordability Initiative is a cooperative effort
collaboratively funded by Boeing, General-Electric, Lockheed Martin,
Northrop-Grumman, US Air Force, and Office of Naval Research to develop
and demonstrate methods to greatly reduce the cost of manufacturing
airframe structures. As part of this effort, the CAI members have
developed a software toolset to estimate the total costs associated
with airframe structures. Built upon some commercially available
software tools, CAICAT integrates Direct Labor and Material, Research
Development Test and Evaluation (RDT&E), Indirect, Manufacturing
Process Simulation, and Operations and Support (O&S) models to give
cost insights to a design team. The Composites Affordability Initiative
cost team, consisting of representatives from the organizations above,
is requesting white papers on approaches, plans, business case,
capabilities and rough order of magnitude (ROM) estimates of the
resources required to commercialize the Composites Affordability
Initiative Cost Analysis Tool (CAICAT). The CAICAT suite consists of
the following modules and software: Commercially available (owner in
parentheses) -- a) Seer Design for Manufacturing (Galorath Inc), b)
Automod Version 8.7 (Autosimulations Inc.), c)Exceed X-windows emulator
version 6.1 (Hummingbird Communications), d) Unigraphics version 15.0
(Unigraphics), e) CAITIA version 4.1.7, (Dassault), f) Excel, Visual
Basic, Visual C++, Access (Microsoft) and g) Java (Sun Microsystems).
CAI Developed Modules -- a) CAI process plug-in and interface to Seer
DFM (owned jointly by CAI and Galorath Inc), b) AutoMod CAI plug in to
the Basic Model (CAI), c) Indirect model and integration software
(CAI), d) RDT&E(CAI) and e) O&S models (CAI). The CAI cost team has
recently completed a beta version of the CAICAT and is anticipating
delivery of version 1.0 by June 2000. The CAI Team is interested in
identifying companies that would have the capability and interest to
commercialize CAICAT. B. Requirements: The CAI cost team is interested
in white papers on approaches, plans, capabilities and resources
required to commercialize the CAI cost analysis tool set (CAICAT). The
minimum set of commercialization tasks is as follows: 1) Make the
CAICAT suite available commercially. 2) Support the DFM CAICAT plug-in,
RDT&E, O&S, indirect, Automod plug-in modules and integration software
by: a) Maintaining the software, documentation and training b)
Providing Coast to Coast Business hours technical support c)
Maintaining and updating the data so that the tool has the latest
industry information d) Updating the interface software as required to
maintain compatibility with commercial programs 3) Maintain and
provide a digital log of all changes made from version to version In
addition to the above minimum requirements the CAI cost team would like
information on accomplishing the following desired tasks: 1) Provide
the ability to use CAICAT with other contributing systems by
maintaining an open architecture 2) Providea discount on licenses
and/or royalties to developing companies 3) Controlled release to
competitors of CAI participants. C. Pre-Submission Meeting: There will
be a pre-submission meeting to clarify requirements and to demonstrate
the beta software on 29 February 00 at 1400 Bldg 653 Cafetorium, 2977

D. Paper Submittal: The companies responding to this request should
provide white papers not to exceed 10 pages (hard copy and electronic
version in Microsoft Word format for a PC ) covering approaches, plans,
business case, capabilities and resources required to accomplish the
above tasks. The resources required section should include rough order
of magnitude (ROM) estimates of cost and time required. The CAI cost
team will review the papers. Each responding firm should indicate their
level of interest in meeting with the CAI cost team to clarify tasks,
requirements, and responses. This request is restricted to US
