Health and Human Services, Substance Abuse and Mental Health Services
Administration (SAMHSA), Center for Substance Abuse Treatment (CSAT),
Office of Managed Care (OMC) plans to award a sole source simplified
acquisition to Dr. Harold Pincus, Chevy Chase, MD. As an expert primary
care clinician-leader, the contractor shall assist in developing,
implementing and evaluating evidenced-based models for recognizing and
treating alcohol abuse and alcoholism in primary care settings. The
contractor shall design an evaluation that would measure the impact of
the intervention on patient outcomes, patient satisfaction, care
processes, utilization and costs and that would identify system
characteristics that promote or hinder improvement efforts. The
proposed contract action is for supplies or services for which the
government intends to solicit and negotiate with only one source under
authority of FAR 6.302-1. Interested persons may identify their
interest and capability to respond to the requirement or submit
proposals. No solicitation will be issued. A determination by the
government not to compete this proposed contract based upon responses
to this notice is solely for the purpose of determining whether to
