The Department of Health and Human Services, Substance Abuse and Mental Health Services Administration (SAMHSA), Center for Substance Abuse Treatment (CSAT), Office of Managed Care (OMC) plans to award a sole source simplified acquisition to the Treatment Research Institute, Philadelphia, PA. The contractor shall use their existing materials on substance abuse and managed care to assist OMC in the area of analysis and synthesis of data and other information. The contractor shall develop and implement a plan for producing reports, implementing and disseminating information and meeting and addressing the needs concerning social workers, clinical nurse specialists, and counselors in primary care settings. They will also provide technical support for activities focused on improving primary care treatment of substance abuse disorders, and submit a written final report. The proposed contract action is for supplies or services for which the government intends to solicit and negotiate with only one source under authority of FAR 6.302-1. A determination by the government not to compete this proposed contract based upon responses to this notice is solely for the purpose of determining whether to conduct a competitive procurement.
