A Simulation of two external loads using a 6 degree of freedom computer flight simulation model of the MH-47E helicopter carrying an external load. Develop a 6 degree of freedom computer flight simulation model of a MH-47E helicopter carrying a dual point external sling load. The computer flight simulation model will be used to simulate the flight behavior of an external load and determine the limits of the stable flight regime. The flight behavior of two different external payloads will be simulated. The results of the computer flight simulation model will be compared with actual flight test data of each external load to validate the accuracy of the computer model. Government Furnished Data -- Flight characteristics of the external loads will be generated in a wind tunnel for use as inputs into the computer model. A geometric scale model of the external load will be fabricated using a rapid prototype machine from actual computer drawings. Using a wind tunnel, static aerodynamic forces and moments will be measured as functions of angle of attack and angle of yaw. These forces and moments will be reduced to standard force and moment coefficients. The force and moment coefficients will then be scaled through the use of agreed upon areas and moment arms. The coefficients of stability in pitch and yaw will be determined from this data and provided as inputs into the computer model. This requirement is unrestricted. The SIC Code is 7371. A Firm-Fixed-Price type contract is contemplated. Basis for award will be IAW FAR15.101, Best Value. The Department of Defense requires all contractors to be registered in the Central Contractor Registration (CCR) to receive solicitations, Contract awards or payments. USSOCOM intends to release the Request for Proposal (RFP) on the U.S. Army Communications Electronics Command Interagency Interactive Business Opportunities Page (IBOP) web-site on or about 17 March 00. Proposals shall be due 45 days from the date the solicitation is issued. IBOP allows electronic transmittal of offerors' proposals back to USSOCOM. All parties interested in doing business with USSOCOM are invited to access, operate, send and receive information from the IBOP at (http://abop.monmouth.army.mil/). Registration for a user ID and password will only be necessary when you are submitting the proposals to USSOCOM through the IBOP.
