(703) 875-4009. The U.S. Trade and Development Agency (TDA), on behalf
of the Government of Kazakhstan, invites submission of expressions of
interest from U.S. firms which are qualified on the basis of experience
and capability to develop a strategic gas utilization study for
Kazakhstan. BRIEF PROJECT BACKGROUND TDA has approved funding of
$600,000 for a strategic gas utilization study for Kazakhstan which has
as its basic tasks determining: the best uses of natural gas and
natural gas liquids (NGL) within the domestic economy; how to use
remote associated gas that is in excess of that needed for reinjection;
and what export opportunities may be developed for Kazakhstan's natural
gas, NGL, and derivative products. A Grant Agreement between TDA and
the Government of Kazakhstan is expected to be signed soon, after which
the Government of Kazakhstan will select a U.S. firm to conduct the
study. The selected firm then will negotiate a contract for the study
with the Government of Kazakhstan. U.S. firms that are qualified to
conduct this study are requested to submit their expressions of
interest to TDA, at 1621 N. Kent Street, Suite 200, Arlington, VA
22209-2131. Expressions of interest may not exceed five (5) pages, and
must provide the following information: -name of firm and contact
name, address, phone number and fax number; -experience in the planning
and implementation of gas projects (gas production, gas pipelines,
gas-fired power plants, downstream gas utilization, etc.); and
-international experience, particularly in the former Soviet Union.
Qualified U.S. firms that have submitted expressions of interest will
be provided a complete Request for Proposal (RFP) package. Only U.S.
firms and individuals may bid on this TDA financed activity. Interested
firms, their subcontractors and employees of all participants must
qualify under TDA's nationalityrequirements as of the due date for
submission of proposals and, if selected to carry out the TDA-funded
activity, must continue to meet such requirements throughout the
duration of the activity. All goods and services to be provided by the
selected firm shall have their nationality, source and origin in the
U.S. or host country. The U.S. firm may use subcontractors from the
host country for up to 20 percent of the TDA grant amount. Details of
TDA's nationality requirements and mandatory contract clauses will be
included in the RFP. Interested U.S. firms should submit their
expressions of interest to TDA by March 15 at the above address. Posted
