The Department of Labor, Employment and Training Administration
(DOL/ETA) is soliciting proposals to select a contractor to perform
evaluations of three demonstration efforts initiated in Program Year
1998 pursuant to Section 324 of the Job Training Partnership Act:
(1)Incumbent Worker Demonstration grants given to 13 organizations to
provide training to incumbent workers (those employed in a given firm);
(2) State System Building Demonstration grants given to 29 states to
support development of state strategies and operational plans to
respond to incumbent workers' training needs; and (3) Training provided
to incumbent workers at the Kvaerner Philadelphia Shipyard as part of
an economic adjustment initiative. These services will be provided
through a cost reimbursement type of contract. The period of
performance for the prospective award shall be for a period of 24
months from contract execution plus one (1) 1-year Option at the
Government's discretion. It is estimated that between 4 and 5
professional person years of effort will be needed to support the basic
elements of this contract. This solicitation is offered as a 100% Small
Business set-aside under SIC code 8742. The applicable size standard is
$5 million. Request for Proposals will be available on DOL/ETA's
Internet Home Page at HTTP://WW.DOLETA.GOV, approximately 15 days from
the date of publication. Request for Proposals in hard copy form will
be available, on a First-Come, First-Served basis until the supply is
exhausted. Telephone requests will not be honored. For requests made
after the supply is exhausted, the Contracting Officer will determine
whether payment of a fee is warranted. The fee will not exceed the
actual cost of duplication of the solicitation document. Closing date
for receipt of proposals will be April 10, 2000 at 2:00 PM local time.
Requests must cite RFP-DCS-00-19 and must include two self addressed
labels. Failure to enclose labels may cause a delay in receipt of the
solicitation. No collect calls will be accepted. Please be advised that
