5. E-MAIL: Jack E. Massey, Jack.Massey-1@ksc.nasa.gov. NASA/KSC plans
to issue a Request for Proposal (RFP)for IDIQ GSE fabrication
contracts. Several multiple award contracts may be awarded as a result
of the solicitation. Potential hardware items, to be fabricated in
accordance with Government furnished drawings and specifications,
include access, handling, electrical, servicing, simulator or mock-up
equipment. The scope of work also includes incidental items such as
progress reviews, spare parts and training, and various incidental data
items such as progress charts, shop drawings and acceptance data
packages. Offerors selected to receive the multiple award contracts
will then compete for individual delivery orders among themselves on a
best value basis. The Government will utilize "Best Value Selection"
procedures outlined in FAR Part 1871 to select receipients of the basic
multiple award IDIQ GSE fabrication contracts. See Note 26. This
procurement is a total small business set-aside. See Note 1. The SIC
Code and Size Standard are 3569 and 500 employees, respectively. The
DPAS Rating for this procurement is DO-A7. The provisions and clauses
in the RFP and model contract are those in effect through FAC 97-14.
All qualified responsible sources may submit an offer which shall be
considered by the agency. The anticipated release date of the RFP is on
or about March 09, 2000, with an anticipated offer due date of on or
about April 2000. [OMBUDSMAN STATEMENT IS REQUIRED] An ombudsman has
been appointed -- See Internet Note "B". The solicitation and any
documents related to this procurement will be available over the
Internet. These documents will be in Microsoft Office Suite (Word 6.0,
Excel 5.0, PowerPoint 4.0) format and will reside on a World Wide Web
(WWW) server, which may be accessed using a WWW browser application.

Prospective offerors shall notify this office of their intent to submit
