Z -- The Pentagon Renovation Office is soliciting qualification proposals for the design-build renovation of the Pentagon Wedges 2-5. This full and open procurement will utilize a two-phase design-build selection process. The Phase 1 Request for Qualifications (RFQ) solicitation will be issued on or about April 19, 2000. RFQ responses will be evaluated to determine which offerors will be invited to submit proposals in response to the Phase 2 Request for Proposals (RFP). The Phase 1 RFQ will be posted to the Wedges 2-5 page of the Pentagon Renovation web site located at http://renovation.pentagon.mil. No hard copies of the RFQ, RFP, or any amendments will be issued. One contract will be awarded using best value competitive procedures. The contract will be a fixed price, incentive (firm target), with award fee type contract. The contract will renovate Wedge 2 of the Pentagon in the base period and Wedges 3 through 5 in subsequent option periods. A Phase 1 pre-solicitation conference is tentatively scheduled for 9:00 a.m. March 29, 2000 at 1777 North Kent Street, Arlington, VA. Directions and registration procedures will be posted on the Wedges 2-5 page of the Pentagon Renovation web site. Space at the conference site is limited, so preference for attendance will be for teams who will be proposing as the prime contractor (GC and AE). Offerors are limited to four (4) attendees per team. All material presented at the conference and the attendance list will be posted to the Wedges 2-5 page of the Pentagon Renovation web site for all other interested parties to review. The estimated cost range for this contract is $500,000,000. The total period of performance is approximately twelve to fourteen years. The scope of this project includes construction of barrier walls and temporary mechanical, electrical, and plumbing utilities, demolition and abatement, core and shell design from criteria documents through construction documents, core and shell construction, tenant fit-out design from Pentagon Renovation Office and tenant requirements, tenant fit-out construction, and coordination with other government contractors.
