The U.S. Postal Service is pre-qualifying general contractors for an
Indefinite Quantity Construction Contract(s) for its Headquarters
building and leased space at L'Enfant Plaza in Washington, DC and the
William F. Bolger Center for Leadership Development in Potomac, MD. The
contract(s) are for two-years basic term with 1-year renewal options
not to exceed 5 years total duration or $5,000,000 total contract
value. Individual work orders will be issued under this contract for
each construction project. The value of each work order may not be less
than 500.00 or more than $250,000 per work order. The successful
contractor(s) is guaranteed a minimum of $10,000 worth of work. To be
considered for pre-qualification contractors must provide the following
minimum information: Contractors must provide evidence of successful
completion and experience with repair and alteration projects ranging
from $50,000 to $250,000 in the last five years (eight references
preferred). The project name, dollar value, scope, contact name and
contact number must be provided. Contractors will be evaluated based on
the following criteria listed in order of importance: Experience; Past
Performance; Cost; Organization; Responsibility Verification and
Backlog; Project Management; Construction Phase; Schedule; Safety
Program; and Financial Information. Only the most highly qualified,
financially capable contractors will be pre-qualified, and issued a
solicitation contract document requesting the submital of a multiplier
to be used against a unit price schedule. Most of the work (95%) under
this contract will be performed after normal business hours or on
weekends. Contract award will go to the contractor(s) that provides the
Postal Service the best value, and not necessarily the lowest
