Investigation (FBI) has a combined synopsis/solicitation for a
commercial item prepared in accordance with the format in Federal
Acquisition Regulation (FAR) 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; proposals/bids are being requested and a written
solicitation will not be issued. This solicitation is being issued as
a Request For Quotation (RFQ) number 953959, the provisions and clauses
incorporated. The Standard Industrial Classification (SIC) Code is
8299. This will be a Firm Fixed Price contract for one year. The FBI
has a requirement for "refresher pilot" training course for six (6) FBI
Helicopter Pilots on the Bell Helicopter 206B-III twice a year (April
& September). The Contractor shall provide the following training
course requirements: a Bell 208B-III shall be supplied by the
contractor; pilots instructed in an annual review of helicopter flying
rules and procedures. The ground school portion of the course shall
cover the Federal Aviation Regulations, the National Airspace System,
cockpit controls and instrumentation, airframe, powerplant, and all
aircraft systems including all normal procedures, emergency procedures,
operating limitations and performance charts for 206B-III. The flight
training shall include practice to be completed in a Bell 206B-III
supplied by the contractor for all normal maneuvers to ensure that
Federal Aviation Administration (FAA) flight test standards of skill
have been satisfactorily maintained. Simulated emergency procedures
such as full touchdown autorotations, tail rotor failures, hydraulic
failure and governor failure will also be thoroughly covered. Where an
initial or relicensing is required or requested by the FBI, the
instruction and completion of the Contractor's course shall prepare or
complete the license prerequisite requirement. This shall include
Federal Aviation Administration (FAA) licences, FBI certification, or
Bell Helicopter certification. The evaluation of quotations and the
determination as to quality of the service shall be the responsibility
of the government and will be based on information furnished by the
vendor. The purchasing activity is not responsible for locating or
securing any information which is not identified in the quotation and
reasonably available to the purchasing activity. To ensure sufficient
information is available, the vendor must furnish, as part of the
quotation, all descriptive material (such as cuts, illustrations,
drawings, or other information) necessary for the purchasing activity
to determine whether the service meets the requirement. The provisions
at FAR 52.212-1, Instruction to Offerors-Commercial Items (May 1999)
shall apply. The following addendum to FAR 52.212-1 shall apply;
Paragraph (h) Multiple Awards-Delete entire paragraph. The Government
plans to award a single contract resulting from this solicitation. The
provision at FAR 52.212-2 Evaluation-Commercial Items (Jan 1999) shall
apply. The following addendum to FAR 52.212-2 shall apply; Paragraph
(b) Options -- Delete entire paragraph. The Government does not require
option years with the contract. (a) The Government will award a
contract resulting from this solicitation to the responsible offeror
whose offer conforming to the solicitation will be most advantageous to
the Government, price and other factors considered. The following
factors shall be used to evaluate offers in descending of importance
(1) technical capabilities, (2) facilities, (3)past performance
(furnish three (3) references from state, local, or federal government
or private industry) and (4)price. Technical and past performance,
when combined, are significantly more important than price. A written
notice of award or acceptance of an offer, mailed or otherwise
furnished to the successful offeror within the time for acceptance
specified in the offer shall result in a binding contract without
further action by either party. Before the offer's specified expiration
time, theGovernment may accept an offer (or part of an offer), whether
or not there are negotiations after its receipt, unless a written
notice of withdrawal is received before award. Offeror Representations
and Certifications-Commercial Items (Oct 1999) shall apply.
Representation and Certifications must accompany each offer and can be
obtained via Internet at http//far.npr.gov. FAR Clauses 52.212-4
Contract Terms and Conditions-Commercial Items (May 1999). The
following FAR Clauses in paragraph (b) FAR 52.212-5, Contract Terms and
Conditions required to Implement Statutes of Executive Order-Commercial
Items (May 1999) will apply to the resultant contract: 52.222-26,
52.222-35, 52.222-37. All quotes shall be submitted to the address
listed on line number seven (7) by 4:30 pm, est. on 3/20/00. Posted
