The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis with Dr. Larissa Podobedova, Gaithersburg, Maryland, for services to a) provide critical compilations of transition probabilities for specified light atoms and b) provide critical compilations of wavelengths, energy levels, and transition probabilities of importance for the CHANDRA x-ray observatory and carry out entry of data into the NIST Atomic Spectra Database. The Contractor shall provide a written report upon completion of each task. The period of performance shall be for one year. F.O.B. Destination, Gaithersburg, Maryland. This is a sole source requirement because Dr. Podobedova has a great deal of experience in atomic spectroscopy and has participated in similar efforts as a Guest Researcher at NIST. She has written publications on the subject matter. She has intimate knowledge of the mechanical codes used at NIST that are required to perform the necessary evaluations and compilations of the atomic data. She is also familiar with the NIST database procedures to prepare the data for the World Wide Web. Interested persons may identify their capability to respond to this requirement. This notice of intent is not a request for competitive quotations. However, all responses received within 14 days of this notice shall be considered by the Government. A determination by the Government not to compete this requirement based on the responses received is solely within the discretion of the Government. A Request for Quotation is not available.
