212-264-9123 Room 2037 The purpose the Indefinite Delivery Order
Contract (IDC) is to secure various planning and engineering services
for Shore Protection Studies in the support of civil works activities
both within and outside the New York District boundaries.There will be
TWO selections under this contract for storm damage reduction
including: flooding, erosion and related coastal inlet navigation
concerns. ONE PROJECT WILL BE LIMITED TO SMALL BUSINESS AND ONE WILL BE
UNRESTRICTED These services shall be provided under an Indefinite
Delivery Contract. The cumulative amount of all delivery orders for
each contract shall not exceed $1,000,000.00 and each delivery order
will not exceed $1,000,000.00. Delivery Orders for each contract may be
issued for a period of one year from the date of contract award or
until the $1,000,000.00 limit is reached which ever comes first. Each
contract will include a base year and an option for two years from the
date of the contract award, for a total of 3 years. Each contract will
include anoption for two additional years under the same terms and
conditions of the basic contract. The Government's obligation to
guarantee a minimum amount for payment will apply to both the first,
second and third years. The guaranteed minimum is $20,0000 for the
first year and $10,000 for the second and third years. The Government
has the right to exercise the option for an additional one year after
the monetary limit is reached, prior to the expiration of the time
period (365 calendar days). Within this period of time (from the time
the option is exercised up until the 365 calendar days is exhausted),
all negotiated task orders should use the labor rates from the previous
period, until the 365 calendar days expire. After the 365 calendar days
expire the negotiated rates for the option period can be used. Specific
discipline and skills include, but are not limited to: off shore
subsurface exploration capabilities (including side scan sonar
capabilities, ability to input data into GIS database, ability to
obtain borings (land based) and perform a laboratory analysis and
ability to perform and document a remote sensing investigation of an
off shore borrow area), P.E. or P.L.S. certification of supervisor/key
personnel; actual experience in the following: (1) littoral budget,
(2) beach, coastal and coastal inlet structural design, (3)
non-structural alternative analysis and design including buy outs,
structural raisings and flood proofing techniques (4) recreational
analysis, (5) storm damage and benefit analysis and coastal processes
analysis including hydrodynamic analysis of estuaries and interior
systems, (6) beach surveys, (7) hydrographic surveys, (8) mapping
including beach profiling and waterway cross-sections, (9) aerial
photography, (10) environmental assessments, (11) cultural resources
assessment. Technical capabilities required: Civil engineering, coastal
engineering with experience in coastal processes analyses and coastal
structures (such as bulkheads, jetties, groins and shore protection)
and beach design, structural engineering, soils and geophysical
engineering, surveyors, economists (experience in performing
cost/benefit analysis on civil work projects, especially on shore
protection projects), quantity estimating (with experience on civil
work projects, especially shore protection projects), cost engineering
(including ability to produce MCACES Gold cost estimates)
environmentalists/biologists and cultural resources
specialists/archaeologists. The contractor should be familiar with
current U.S. Army Corps of Engineers regulations, guidelines, and
procedures. Closing date for submitting SF-254 and SF-255: 30 days
after advertising date. If this date falls on a Saturday, Sunday, or
Holiday the closing date will be on the next business day. Applicants
should submit their qualifications on the 11/92 version of the SF255
and SF254. Sf254 should reflex the firms overall qualifications, and
the SF255 should reflect only the personnel dedicated to the specific
project reference in the submittal. If the applicant chooses to employ
subcontractors, he must submit a SF254 for each subcontractor. The
Corps must adhere to strict standards regarding the selection process,
since they constitute procedural protocol in the manner in which the
selection process is conducted. Therefore, the applicant should follow
these guidelines closely to avoid disqualification. Evaluation factors
in descending order of importance: A. Primary Selection Criteria1.
Specialized experience and technical competence in the type of work
required 2. Professional qualifications necessary to satisfactorily
perform required services.3. Past performance on contracts with
government agencies and private industry in terms of cost control,
quality of work and compliance with performance schedules.4. Capacity
to accomplish the work with in the required time.5. Familiarity with
the general geographical area especially with the boundaries of the New
York District, provide that the appropriate number of applicants meet
these criteria, given the nature and size of the projects/studies.
Note: Firms from any geographical areas are encouraged to submit
applications.B. Secondary Selection Criteria 1. Extent of participation
of small business, small disadvantaged business, historically black
colleges and universities, and minority institutions in the proposed
contract team, measure as a percentage of the total estimated effort.
2. Geographic proximity in relation to the location of the project. 3.
Volume of work previously awarded to the firm by the Department of
Defense (DOD), with the objective of effecting an equitable
distribution among qualified A/E firms, including small and small
disadvantaged business firms, and firms that have not had prior DOD
contracts. Start Date/ Completion Date: September 2000/ September 20038
Small and Disadvantaged firms are encouraged to participate as prime
contractors or as members of joint ventures with other small business.
All interested large firms are reminded that the successful firm will
be expected to place subcontractors, tothe maximum practicable extent,
with small and small disadvantaged firms in accordance with Public Law
95-507. If a large business firm is selected, a small business
contracting plan will be required prior to award. Firms that have not
previously applied for New York District projects, and firms which do
not have a current SF-254 on file with New York District, should submit
two of the SF-254 with their initial response to the CBD announcement.
Firms using consultants should submit copies of the SF-254 for their
consultants. a) Notification of all firms will be made within 10
calendar days after the approval of the final selection. Notification
will not be sent after a pre-selection approval. The notification will
indicate that the firm was not among the most highly qualified firms,
and that the firm may request debriefing.b)The selection chairperson
must receive the A/E's request for a debriefing within 30 calendar days
after the date on which the firm received the notification.c)
Debriefing will occur 14 calendar days after receipt of the written
request.d) Of the firms that are not short-listed, copies of all SF
254s and SF255s will be held for 30 calendar days after notifications
