OPERATING SUPPORT SERVICES FOR LAUGHLIN AIR FORCE BASE TEXAS The Air
Education and Training Command (AETC) Contracting Squadron is seeking
information and comments from industry on various topics that will be
used to refine the acquisition strategy for a requirement to provide
Base Operating Support (BOS) services at Laughlin Air Force Base, Del
Rio, Texas. In addition, we are seeking capability information from
small business sources (under Standard Industrial Code 8744, Base
Maintenance, $20 million in annual gross receipts) because it is
intended for this acquisition to be set-aside for small businesses. The
general functional areas included in the requirement are Civil
Engineering (CE) Operations and Maintenance including Military Family
Housing Maintenance, Supply and Fuels, Transportation (Traffic
Management and Vehicle Operations and Maintenance). Additional services
for grounds maintenance and airfield management may also be included in
this requirement. The Government will award one contract. The basic
period of performance will be 01 Oct 01 to 30 Sep 02. Comments and
information on the following are requested: (1) Which of the following
would you see as your role in the performance of the consolidated
requirement? (a) Prime Contractor; (b) Subcontractor; or (c) Other,
please describe. (2) If you answered _Prime Contractor_ on Question 1,
for which functions do you plan to use subcontractors? (3) From the
following, what type of contract for this effort would you like to see?
(a) Firm-fixed-price (FFP); (b) Fixed-price incentive (firm target)
(FPIF); (c) Fixed-price with award fee (FPAF); or (d) Combination of
the above (please describe); or (e) Other (please describe). Please
include the rationale for your answer. (4) If your firm was contracting
for facility maintenance and support services on a firm-fixed-price
basis in a commercial environment, how would you structure the contract
in order for your firm to share in any cost savings generated by
business process improvements. (5) Please comment and make
recommendations on the optimum length of the total contract performance
period, with option years. Please include reasons for your answer. (6)
Please describe any commercial-sector contracts you have performed for
similar combined services (if applicable). Please describe the contract
type used, the primary contract terms and conditions, and what the
customary commercial Statement of Work (SOW) includes. If available,
provide a copy of the commercial SOW. (7) Please describe any customary
commercial contract terms or conditions you feel would make this
contract effective. (8) What other suggestions do you have to maximize
the effectiveness of the contract in providing quality services to
Laughlin Air Force Base? Please also provide the following information
about your company: (9) In which of the following sectors does your
company primarily do business? (a) Government Sector, or (b) Commercial
Sector. (10) Is your company a large or small business underSIC code

acquisition, please provide information relative to past performance
and experience in similar operations support contracts. Information
should be sufficient to support your capability to perform these
requirements. This information should include, (a) Detailed references
(contract numbers, dollar value, scope of services, and points of
contacts and their phone numbers); (b) Experience in mobilizing and
managing a large workforce; and (c) Information relative to the ability
