NASA/GSFC plans to issue a Request for Quotation (RFQ) for a one-of-a-kind study to investigate the feasibility of applying client-server architecture to end-to-end spacecraft constellation operations. This framework will enable hybrid telecommunication techniques and the concepts developed for dynamic information distribution systems to be applied to revolutionize mission operations and data handling. This framework will be applied to communication between satellite-satellite, satellite-ground and ground-ground segments for a constellation of satellites or for formation-flying satellites. It will: 1. Provide a unifying view to the complex problem of spacecraft constellation management. 2. Enable ease of communication and coordination between satellite-salellite and satellite-ground segments. 3. Support "object" and "component" reuse for both space and ground hardware and software. 4. Drastically reduce data movement and communication bandwidth between space and ground nodes. 5. Allow new and legacy services (satellites and ground segments) and new updates to be easily integrated into this federated framework. 6. Reduce life cycle cost on constellation MO&DA. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/GSFC plans to purchase the items from the only known qualified source: Advanced Communication Technology, Inc. in Silver Spring, Md. because they have developed AIRCACHE, an adaptive push/pull technology on hybrid broadcasting systems, a combination of Direct Broadcast Satellite Systems and Unicast networks (terrestrial or wireless). This procurement is not for a commercial item subject to FAR Part 12. See Note 26. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on 5/8/00. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis.A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government.
