Navy requests the provision of U.S. flag harbor tug services at
Norfolk, VA on a Requirements-type contract basis. Tugs shall be
configured so as to work the Navy surface and subsurface vessels. Tugs
must have at least twin screw propulsion. It is anticipated that a
minimum of 10 vessels with at least 2000 SHP, and two vessels with at
