The Office of Justice Programs (OJP), National Institute of Justice
(NIJ), attends to award on a sole source basis a purchase order to the
President and Fellows of Harvard College, Program in Criminal Justice
Policy and Management, Kennedy School of Government, 79 John F.
Kennedy Street, Cambridge, MA 02138. President and Fellows of Harvard
College shall provide to NIJ the consulting services of David Kennedy
to produce a synthesis of the relevant deterrence theory literature and
its application to the solution of local level crime and disorder
problems. NIJ and other agencies within DOJ have sponsored a number of
important initiatives and programs which have adopted a problem
solving approach to deterring criminal justice and quality of life
problems at the local level. Evaluations of some of these initiatives
have shown them to be usually effective in identifying and resolving
serious problems of crime and disorder in particular communities
nationwide. NIJ wishes to procure services to produce a publication
which would translate the lessons learned in previous problem-solving
initiatives and a synthesis of the existing deterrence theories and
literature to guidelines for local jurisdictions who wish to implement
similar approaches in NIJ's efforts to solve problems of crime,
disorder, and quality of life. Mr. Kennedy has been central to the
successful implementation of such problem solving deterrence models in
Boston, Minneapolis, Baltimore, and in the five cities in DOJ's
Strategic Approaches to Community Safety Initiative (SACSI). Mr.
Kennedy is constantly called upon by various jurisdictions for advise
on implementation of similar approaches to local problems. Mr.
Kennedy's knowledge and experience in the application of deterrence
theory to the solution of criminal justice and quality of life problems
will benefit NIJ greatly in its efforts to produce a problem solving
approach to deterring criminal justice and quality of life problems at
the local level. This purchase order shall be negotiated in accordance
with the authority of 41 U.S.C. 2152 (c)(1) -- Only one responsible
