Government intends to solicit and negotiate on a sole source basis with
Adesta Communications, Huntsville, Alabama to provide and install an
access control system at the NOAA, NESDIS Wallops CDA Station, Wallops
Island, Virginia. Minimum standards of the new system include the
ability to handle a minimum of 128 proximity readers. Each local
processor shall provide the ability to support a minimum of 8 card
readers with keypads. Each local processor shall also provide a minimum
of 8 alarm inputs and 8 outputs. The system must have an internal
Uninterrupted Power Supply (UPS) to maintain power to the access
control system for a minimum of one hour. New system must be compatible
and interface with systems currently in operation across the eastern
region that were provided and installed by Adesta. Period of
performance is 60 days after date of order. Authority: 41 USC
253(c)(1). Adesta is the only know source capable of providing the
required system. The proposed contract action is for supplies or
services for which the Government intends to solicit and negotiate with
only one source under authority of FAR 6.302. Interested persons may
identify their interest and capability to respond to the requirement or
submit proposals. This notice of intent is not a request for
competitive proposals. However, all proposals received within thirty
days after date of publication of this synopsis will be considered by
the government. A determination by the Government not to compete this
proposed requirement based upon responses to this notice is solely
within the discretion of the government. Information received will
normally be considered solely for the purpose of determining whether to
conduct a competitive procurement. Evidence must be provided of ability
to provide the required system. Copies of the solicitation will only be
provided in response to written or faxed requests received directly
