This work will require the Marsten Institute (180 Lasalle St. Chicago, IL) to provide analysis of customer responses, identify customer service products to be introduced, to identify incentives and benefits to encourage strong working relationships between departments, to introduce best practices for integrating internal operating units and for implementing knowledge management, and to transmform the decision-making process into an integrated effort. The Marsten Institute has performed management services for PBGC in the past which have provided them with a certain background and knowledge of PBGC's environment and which makes them uniquely qualified to perform the services which will change the current environment. The anticipated period of performance is 12 months. The proposed effort is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. This notice of intent to award a sole source contract is not a request for competitive proposals. All qualified responsible sources may submit an offer which will be considered by the corporation.
