Officer 301-402-4509 The Chornobyl Research Unit (CRU), Radiation
Epidemiology Branch, Division of Cancer Epidemiology and Genetic,
National Cancer Institute (NCI), plans to procure the services of Dr.
Olga Tsvetkova, Kiev, Ukraine. The Chornobyl Research Unit (CRU) is a
joint sponsor on two collaborative U.S.-Ukraine epidemiological studies
in the Ukraine. Dr. Tsvetkova shall provide on-site administrative and
liaison support between the CRU and Ukraine (e.g., governmental,
scientific and medical institutions, and international centers as well
as private individuals). This effort requires that the contractor meet
the following criteria: 1) resides in Ukraine and is able to provide
the constant presence that is needed as numerous administrative issues
may arise; 2) has adequate facilities and points of contact; 3)
possesses the ability to speak and write in three languages (English,
Ukranian, and Russian) proficiently using scientific terminology; 4)
possesses in-depth knowledge of the health organizations in the Ukraine
and have an established network of professional contacts in academia
and government; 5) has scientific expertise in Chornobyl health and
environmental issues; and 6) has a doctoral degree in radiation biology
or equivalent. Dr. Tsvetkova shall: 1) attend local scientific
conferences and Ministry of Health meetings pertaining to Chornobyl and
providing NCI with pertinent information; 2) serve as a
translator/interpretor between English speaking, Ukranian speaking and
Russian speaking individual at various meetings; 3) maintain
professional and personal contacts within the Ukrainian governmental
and scientific agencies; 4) assist the Project Directors by
interpreting instructions from the NCI which requires intimate
knowledge, understanding and familiarity with NCI procedures and
regulations; and 5) provide NCI team members with scientific and
background information on topics relevant to site visits. Dr. Tsvetkova
is the only source known to the NCI investigator who meets all of the
aforementioned needs. It is anticipated that an award of a one year
base period with three, one year options will be made. This is not a
solicitation for quotes. However, if any interested party believes it
can meet the above requirement, they may submit a statement of
capabilities. All information furnished shall be in writing and must
contain information in sufficient detail to allow the NCI researcher to
determine if the party can meet the above requirements. Capability
statements must be received in the Contracting Office by 1:00 PM EST
(local Washington, D.C. time) on May 15, 2000. If you have any
