The intention of this solicitation is to obtain services for the inspection, maintenance and repair of the mechanical systems (elevators, chillers, generators, fire protection systems, rigging and staging, Energy Management Control Systems (EMCS), security systems, degreasing/duct cleaning, high temperature hot water burner and control systems and automatic electric doors) located at the United States Naval Complex, Annapolis, Maryland. This will be source selection procurement for a combination firm fixed-price and indefinite quantity contract that will include a base year and up to four one-year option periods. The contractor shall provide all labor, supervision, technical services, tools, materials, supplies, equipment, transportation, and management as necessary to meet contract requirements. The work shall include, but not limited to: response to and completion of Emergency and Routine service calls in which the contractor shall take all necessary actions to ensure proper operation within industrystandards of the specified equipment; operational maintenance inspections; and preventive maintenance and inspections. Award will be based on the basis of Best Value to the Government, price and technical factors considered. Selection criteria are: Relative Experience, Project Staffing, Corporate Management Support, Past Performance, Subcontracting with Small Businesses, Women-Owned Small Businesses and Small Disadvantaged Businesses and Price. The Standard Industry Code is 7349. The related Small Business size standard is $12 million. This procurement is being issued as a 100% Small Business (SB) Set-Aside. In accordance with FAR 5.102 (a) (7) availability of the solicitation will be limited to the electronic medium; solicitation will be available for download free of charge via the Internet World Wide Web at http://esol.navfav.navy.mil.
