L. Townsend -- (562) 494-5815 Z -- DESCRIPTION: This is a notice of the
Government's intent to enter into sole source negotiations, leading to
a follow-on contract award, with Siemens Building Technologies, Inc.,
Landis Division, to furnish all labor, materials, supervision, tools,
equipment, etc. necessary to perform and complete the requirements of
Project No. 691/99-107, Replace Fire Alarm System, Bldgs. 500 &
501, Phase III, at the VA West Los Angeles Healthcare Center, 11301
Wilshire Blvd., Los Angeles, CA 90073, in accordance with
specifications and drawings. The work required of this project will
include the demolition and removal of the final portion of an existing
fire alarm system in order to perform and complete the final phase
(Phase III of 3 phases). The Phase III equipment will interface to and
extend the system newly installed during Phases I and II. The Fire
Alarm System procured during Phases I and II was furnished and
installed by Siemens, Landis Division; thus Siemens is sought to expand
such system during Phase III. A 1-year construction warranty will be
applicable following acceptance of the installation by the Government.
Additionally, Guaranty Period Services for three (3) years shall be
provided following acceptance of the installation by the Government.
Siemens has met the minimum qualification criteria for performance of
the fire alarm, in that they have proven to be a highly experienced
firm, regularly engaged in layout and installation of automatic
computer-based Fire Alarm systems for Hospitals and Healthcare
facilities, and possess the prerequisite State of California C-10
Contractor's License. The Phase III equipment shall extend the new
Apogee Life Safety (ALS-3) system installed in Phase I, and expanded in
Phase II. The ALS-3 system is supplied by Landis & Staefa, Inc., a
division of Siemens Building Technologies, Inc. Proposals will not be
sought from any other contractors, and no other manufacturer or brand
of fire alarm equipment shall be considered, as this shall be a sole
source,follow-on contract, to complete the final phase of the project,
and is authorized at Subpart 6.302-1 (a)(2)(ii) of the Federal
Acquisition Regulation (FAR), via authority of 41 U.S.C. 253 (c)(1).
The cost range of this project is between $100,000 and $250,000. This
notice is publicized as required by Subpart 6.302-1 (d)(2) of the FAR,
