This is a notice of intent, from the Naval Air Warfare Center Aircraft Division, to issue a cost plus fixed fee/firm fixed price contract, on an other than full and open competition basis, to L-3 Communications, 640 North 2200 West, Salt Lake City, Utah 84116 for the development of an upgraded Mission and Sensor Digital Data Link System for incorporation and use on a Government NP-3C aircraft. The system will consist of an adapted Real Time System Data Link (RTSDL) production Airborne Modem Assembly (AMA) linked with a 100 Watt amplifier by system specific electrical cables and controlled by integrated software. The system's capabilities will be demonstrated through the performance of the Aircraft Test Plan (ATP) at Patuxent River MD. L-3 Communications is the only firm that possesses the proprietary data rights to the source code, required knowledge, experience and technical data to perform this effort within the limited time constraints of the Navy.
