combined synopsis/solicitation. This announcement constitutes the only
solicitation; proposals are being requested and a written solicitation
will not be issued. The solicitation number is F6460500Q0366 and is
issued as a request for quotation (RFQ). The contractor shall provide
all transportation, materials, equipment, and labor to provide a Boiler
Useful Life Study for two (2) each 120,000 pounds/hour Coal-fired
High-pressure Steam Boilers at Eielson Air Force Base, Alaska. The
contractor is required to conduct the on-site inspection during the
week of 18 June 2000 at which time both boilers will be shut down.
Proposed dates during the week of 18 June for the on-site inspection
must be included in the quote. Government-Furnished Items:
Transportation to and from the airport; on-base lodging (if available)
at contractor expense; on-base transportation; ASME Manufacturer_s
Data Report or other documents identifying original design
specifications; and identification of boiler modifications, repairs or
alterations. Boilers will be shut-down, cooled, and cleaned prior to
contractor specified inspection dates. Contractor Submission: All
proposals must include round trip coach airfare, lodging, meals, and
any incidental expenses. A proposed scope of work for the Boiler Useful
Life Study must be submitted with the quote. It should include, but is
not limited to: the approach to conducting condition assessment of
water tube boilers and evaluation of boiler conditions with respect to
boilers_ useful life; types of examinations to be conducted in
determining tube thickness and condition to include, but not limited
to: ultrasonic imaging; remote field eddy current readings; and
magnetic particles testing in examination of welds. A final report
detailing findings, repair or retrofit recommendations, corrosion rates
and boiler conditions relating to remaining useful life, evaluation of
quantitative test data, and photographic documentation, shall be
provided not later than 45 days following completion of theon-site
inspection by the contractor. The contractor must provide a copy of
their most recent Boiler Useful Life Study conducted on boilers similar
to those at Eielson AFB, as well as a name and phone number for whom
the study was conducted, and the names and phone numbers of references
for whom similar boiler studies were conducted over the past two
years. Quotes are due not later than 19 May 200 and may be submitted by
fax to (808) 449-7026 or by e-mail to Alison.Miki@hickam.af.mil. It is
anticipated that a firm fixed price purchase order will be issued
based on the quote determined to provide the best value, considering
proven past performance, technical characteristics, and price. Posted
