SUBJECT: PATENT LICENSE OPPORTUNITY FOR CHEMICAL/BIOLOGICAL
DECONTAMINATION AGENT FOAM DESC: The Technical Support Working Group,
in cooperation with Arthur D. Little, Inc., announces the availability
of license(s) to manufacture and distribute a non-hazardous,
non-corrosive, protein-based, Chemical/Biological Agent decontaminant
foam for use by Military, Federal, state, and local government first
responders and Civilian Hazardous Materials Units. It is the objective
of the effort to make the agent available at the most affordable price
possible for state and local government HAZMAT units. The foam is a
unique blend of biocides, and has been formulated with a specific
chemical agent hydrolyzing enzyme in a buffered, protein containing
foam matrix using Silv-ExTM fire fighting foam. The decontaminant blend
is non-corrosive and the biocide components are currently in broad use
in commercial applications. All components are environmentally
friendly and the formulated product is nonflammable. The blend is
designed for application using a man-portable foam generation unit, but
would be expected to be easily adapted to widely available foam
generation equipment. The blend is expected to be provided as a 10x
foam concentrate with a second solution containing enzyme added prior
to use. Both components are expected to be stable to at least one year
with the biocide component stable at ambient temperature and the
enzyme component to be stored at 2-4 C. Testing has shown the foam to
be effective against a chemical agent (Sarin-GB) and biological agent
Bacillus anthracis (Anthrax). This decontamination agent, because it is
used in defense against chemical and biological agents, will fall under
Category XIV (c) of the ITAR and thus be export controlled. Companies
applying for licenses should provide their Military Critical Technical
Data Agreement number as assigned by the Defense Logistics Service
Center (DLSC) Joint Certification Office. To obtain this number,
