requirement for Facilities Engineering Services. The facilities
engineer will provide technical engineering assistance in support of
construction and rehabilitation of service facilities. The contract
will be issued for a period of one (1) basic year with four (4) one
year options, if exercised. The standard industrial classification code
for this acquisition is 8711. Acquisition is unrestricted and is open
to all concerns, regardless of business size. For size determination
purposes, a small business concern will be classified as a firm who's
average annual receipts over the last three years do not exceed $4
million annually. The scope of work is as follows: 1) Provide
engineering technical assistance to the Regional Directorate and
Regional Engineering staff regarding the planning, design, construction
and construction management of facilities. Work shall be accomplished
in Region 6 or other locations designated by the Regional Engineer, 2)
Produce bid documents for projects as assigned by the Regional
Engineer. Projects will normally be limited to fencing and minor
rehabilitation projects, 3) Travel to field stations to obtain project
data in support of Regional engineering design of assigned
construction and rehabilitation of facilities projects, 4) Travel to
field stations in support of force account projects. Provide advise,
supervision, and other assistance as required for the accomplishment of
projects involving building construction, fencing, concrete mix and
placement and rehabilitation of facilities, and 5) Serve as an On-site
inspector for construction projects. Respond to Contractor questions
regarding interpretation of drawings and specifications, complete Daily
Inspection Logs and perform all other duties normal to a project
inspector assignment. Assists and advises other on-site inspectors
and/or Regional Engineer of potential problems and makes recommendation
for resolving potential problems. Work shall be on an as-needed basis
and may be required for short or long term assignments. These services
are for the U.S. Fish and Wildlife Service, Region 6, Division of
Engineering. Work location may be in the Regional office in Lakewood
Colorado or at any of the regional field stations located within Region
6. Region 6 is comprised of eight states (North Dakota, South Dakota,
Nebraska, Kansas, Montana, Wyoming, Utah and Colorado) and other
facilities that may come under the cognizance of Region 6. All travel
and per diem costs will be reimbursed by the Fish and Wildlife Service
in accordance with current established rates in the Federal Travel
Regulations, with the exception of 1) Airline tickets -- contractor
must purchase and be reimbursed based upon actual expenses; 2) Daily
round trip commutes to the Regional office in Lakewood, Colorado are
not reimbursable; and 3) relocation expenses are not allowable. All
travel and reimbursement must be approved by the Regional Engineer. The
following evaluation criteria is of equal importance and will be
utilized in ranking offerors interested in submitting a proposal.
Proposal information shall relate to the key individual(s) assigned to
this project as identified under this Request for Proposal. 1.
Knowledge of Fish and Wildlife procedures and policies for the
planning, design, construction and construction management of
facilities. 2. Ability to produce bid documents for projects such as
fencing and minor repair projects in the Fish and Wildlife Service
format. 3. Experience as an on-site inspector for construction
projects. 4. Ability to travel to various sites located within Region
6 for the purpose of inspecting and assisting field personnel with
ongoing projects. 5. Experience in supervising and assisting in minor
construction projects such as concrete mixing and placement, pipeline
construction, and fencing. 6. Past performance with Federal, State,
local government and/or private contracts over the last three (3) years
that are similar to this requirement. Note that an offeror whose record
of relevant past performance or for whom information on past
performance is not available, may not be evaluated favorably or
unfavorably on past performance. The evaluation of each offer will
include an analysis of the cost proposal data for realism in the
comparison with the tasks proposed. Offerors should submit data in
support of the fees proposed. Salary may be negotiated with the
successful candidate based upon experience. Both technical and cost
factors will be considered. The technical proposal is approximately
equal to cost or price. Where technical proposals are determined to be
substantially equal, cost considerations may become the controlling
factor. Multiple awards may be considered under this acquisition if
more than one consultant is determined to be in the best interest of
the Government. The tentative date for issuance of the solicitation is
on or about May 25, 2000. The tentative date for receipt of proposals
will be on or about June 15, 2000. There is no charge for solicitation
