786-3415 The U.S. Fish and Wildlife Service in cooperation with the
Municipality of Anchorage, will make improvements to Westchester Lagoon
to stabilize and restore the degraded shoreline, provide fish habitat,
and plant native vegetation within open gaps along the shore and park
to discourage ducks and geese from gaining access. The proposed
restoration area is located along the north shore of Westchester Lagoon
and Spenard Road near 19th Avenue in Anchorage, Alaska. The project
consists of restoring a total of 440 linear feet of shoreline with
different treatments in specific areas that include: 1)installing a
double layer of coir logs and a double layer of dormant willow cuttings
along 225 linear feet of eroded shoreline, 2)installing a single layer
of coir logs and a single layer of dormant willow cuttings with alders
planted behind the willows and coir logs along 100 linear feet of
unvegetated shoreline, 3)planting alders within two unvegetated areas
totalling 115 linear feet along the shoreline, and 4)planting a total
of 10 large native trees that may include 6-foot spruce trees, and/or
12-foot cottonwood or birch trees within two open grassy park areas
adjacent to the lagoon. The contractor must demonstrate knowledge and
expertise in Alaska shoreline restoration to include the following
techniques: coir log installation and willow planting, cutting,
collection, and storage methods. The contractor will proivde the U.S.
Fish and Wildlife Service, Division of Contracting and General
Services, with a list of stream or shoreline restoration projects
completed over the last 5 years. The contractor will provide the
