0. E-MAIL: Diane Harris, diane.harris.1@gsfc.nasa.gov. NASA/HQ plans to
issue a Request for Quotation (RFQ) on a sole source basis to the
Minority Business Technology Transfer Consortium (MBTCC) for the
development, administrative and delivery of traning to NASA Small
Disadvantaged Business in the process of technology transfer. MBTTC
will enhances participation of minority and women owned businesses in
national and international commerce their and whose stated mission is
to facilitate the transfer of technology from government to small
businesses for commercialization. MBTCC submitted an unsolicited
proposal to develop partnerships with other federal agencies,
laboratories, and private sector organizations to assist their members
with commercialization opportunities. MBTCC proposes to use their
existing network and infrastructure to assist NASA small disadvantaged
businesses and women owned small businesses with understanding and
participating in commercializing technologies derived from the space
program. Statement of Work: MBTTC proposes to conduct three traning
sessions at the NASA centers with significant Technology Transfer
efforts underway and/or located within easy access of high technology
oriented minority-owned firms. MBTCC will coordinate with Headquarters
Office Small & Disadvantaged Business Utilization (Code K) to acquire
instructor and facilities to conduct the one and a half day course
entitled: "How to Commercialize NASA Space Technology", at the selected
sites during the next twelve months. This procurement is being
conducted under the Simplified Acquisition Procedures (SAP). The
Government does not intend to acquire a commercial item using FAR Part
12. See Note 26. Interested organizations may submit their
capabilities and qualifications to perform the effort in writing to the
identified point of contact not later than 4:30 p.m. local time on May
23, 2000. Such capabilities/qualifications will be evaluated solely
for the purpose of determining whether or not to conduct this
procurement on a competitive basis. A determination by the Government
not to compete this proposed effort on a full and open competition
basis, based upon responses to this notice is solely within the
discretion of the government. Oral communications are not acceptable in
response to this notice. All responsible sources may submit an offer
