The purpose of this sources sought synopsis is to gain knowledge of potential qualified industry sources with a commercial off-the-shelf automated constituent correspondence management system that will meet the stated requirements for use in United States Senate Member offices. This is not a request for proposals and in no way obligates the United States Senate in an award of a contract. This sources sought synopsis contains the most currently available information. This information is subject to change at any time. Responses will be used by the United States Senate to make appropriate acquisition decisions -- see submittal requirements below. The United States Senate, Office of the Sergeant at Arms (SAA) is responsible for managing the implementation, maintenance, and operation of automated constituent correspondence management systems (CCMS) in Senate offices. Functionally, CCMS must support the process of receiving, tracking, responding to and maintainingcommunication with or on behalf of a constituent or group of constituents and guiding the Senate office in determining subsequent communications or actions following and consistent with office standards. The vendor must be prepared to provide all application installation, training, support and documentation for offices in Washington, DC, and in the home states. Information beyond mere affirmative statements of support or capability is desired. The system shall process functions that include, but are not limited to, creating and updating an Open Database Connectivity (ODBC)-compliant constituent record database that stores constituent information such as names, multiple addresses, phone/fax/e-mail information that is used to populate letters and electronic correspondence to Member office constituents. All processes and functions of the constituent correspondence management system should be compatible with the United States Senate's client desktop environment which consists primarily of Windows 95/98 desktop technology and Windows NT 4.0 as the server NOS, and enterprise messaging platforms such as Microsoft Exchange and Lotus cc:Mail. Technical and operational requirements include the delivery and support of the database product on which the solution is based, data entry input through manual keying, electronic transfer of records from multiple sources which may be in multiple formats, on-line edits and updates, search and query functions, producing mass/volume print requests for letters, envelopes and labels and producing reports. The software shall employ the use of a graphical user interface. The software shall also employ security and internal controls which distinguish read, write, and view levels of authority. The software shall provide document assembly options, support variable formatting and editing, and letter grouping and sorting. Additional features should include immediate individual or batch letter processing, with support for a variety of local printer platforms compatible with releases of Windows95/98 and above, and remote printing to high-speed printers such as Xerox 4890. Software shall provide easy and rapid search and retrieval functions to letters, documents and constituent data. The software must demonstrate the capability for correspondence history management of incoming and outgoing correspondence, including secure electronic mail correspondence, compatible with automated e-mail classification and response systems such as EchoMail. Constituent correspondence management systems must demonstrate the ability to operate on remote clients located throughout the United States in home state offices. Outside of Washington, DC, each Senator averages four State Offices for constituent support, with access through a frame relay network (which includes fractional T-1 lines) to local Washington, DC servers in the respective Senator's Washington, DC, office. Respondents to this sources sought may be invited to demonstrate their system in a laboratory environment in Washington, DC.
