General Information Document Type: Sources Sought Notice Solicitation Number: Reference Number F04684 00T0666 Posted: May 10, 2000 SIC: 3489 Description 30th Space Wing, Vandenberg Air Force Base, California intends to issue a sole source contract to Ion Track Instruments a quantity of 11 Vapor Tracers part number 7011 manufactured by Ion Track Instruments. Vapor Tracers are portable explosive detector instruments and features include: Detector sensitivity of 10-50 picograms of sampled material for either narcotics or explosives; Analysis time is real time; Calibration is automatic calibration; Sample acquisition is air sampling/glove sampling; Warm-up time is less than 30 minutes; Power supply is 110/120V AC 50/60 Hz mains or 12 Volt DC; Options are 1.5 hour batter, 6 hour battery pack; Detection type is Ion Trap Mobility Spectrometry; Integral computer is internal computer with flash disk, LCD, optional external laptop; Signal processing is variable integration time 1-5 seconds; Output is to an onboard LCD bar graph or plasmagram or a laptop computer, positive detection signals alarm, or data may be stored for later analysis; Detected and identified substances are amphetamines, cocaine, heroin, methamphetamines, PCP, and many others; Explosives detected are ammonium nitrate, dynamite, semtex, C4, HMX, PETN, RDX, and TNT. Comes with explosive detection module, propretary software, computer, and all cables required including a cigarette lighter adapter software, shipping case, and comprehensive vapor tracer video training program. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within 7 days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
