Purchase From People Who Are Blind or Severely Disabled (the Committee)
is seeking partnerships with U.S. commercial manufacturers of paper
shredders which meet the following criteria: 1) Possession of a
nationally known brand name that can be demonstrated to have
significant appeal through evidence of sales or the results of a test
market; 2) Willingness to enter into a multi-year agreement, which
includes technical assistance, to have a nonprofit agency that meets
the criteria of the Javits- Wagner-O'Day (JWOD) Program to assemble
and/or package the product in question thereby creating employment for
people who are blind or severely disabled; 3) Commitment to working
independently with the JWOD team to market the product to Government
customers under the JWOD Program; and 4) Willingness to work with the
nonprofit agency, National Industries for the Blind (NIB) or NISH, and
the Committee to ensure that the product's price to end users is a
fair and reasonable price. Manufacturers' submissions must demonstrate
that their specific product meets the criteria listed above as well as
indicate what functions the nonprofit agency's employees would perform.
