US Postal Service Solicitation No. 102590-00-A-0115. The purpose of
this solicitation is to identify additional sources for the potential
award of new licenses for the Delivery Sequence File (DSF). With the
issuance of this solicitation, the Postal Service intends to identify
a limited number of qualified data processing organizations that
demonstrate the ability to provide DSF services as defined by the
Delivery Sequence File license agreement. The Delivery Sequence File
contains all addresses served by the US Postal Service. Each address is
standardized, and each address record contains a carrier route number,
delivery sequence number, ZIP+4 Code, delivery type code, and other
information. The file does not contain customer names or
change-of-address (COA) information. Licensees are required to provide
address list matching services that will include detection of
potential undeliverable addresses (excluding COA), address
standardization, ZIP+4 coding, carrier route coding, and delivery
sequence coding. Licensees will develop their own software or modify
existing software. Applicants will be ranked according to their ability
to provide the services required by the license. They will be expected
to define how the granting of a license will improve the quality of
addresses processed by the Postal Service and what steps they will take
to reach that goal. Licenses for selected applicants will be activated
based upon the needs of the Postal Service and its customers. If a
current licensee gives up its license, or fails to meet minimum
processing volumes as established by the Postal Service, that license
may be rescinded, and a new license may be granted to a qualified
applicant according to the ranking order. Should an applicant present
a compelling case that demonstrates convincingly that the immediate
granting of a license will significantly benefit the Postal Service,
that license may be granted. A copy of the solicitation can be obtained

Proposals must be in writing and must be received no later than 4:00PM,
June 30, 2000. All questions must be submitted in writing and received
by 4:00 PM May 26, 2000, addressed to: PRESTON WOERNER, USPS
HEADQUARTERS, 475 L'ENFANT PLAZA SW RM 4541, WASHINGTON, DC 20260-6237
(202) 268-4135. E-mail submissions are also acceptable and should be
sent to wwoerner@email.usps.gov. SPECIAL NOTICE: The USPS reserves the
right not to grant any license agreements as a result of this
solicitation. At the conclusion of the evaluation process, the USPS
reserves the right to award license agreements and/or rank order
offerors that are qualified to receive a license. The USPS will
maintain this rank ordered listing of qualified offerors for a period
of up to 24 months after completion of the evaluation process. During
this 24-month period the USPS reserves the right to award license
agreements from this qualified list. The USPS reserves the right to
revalidate the offorer's capabilities using the evaluation criteria
contained under Demonstrated Capability and Technical and Management
Approach. The USPS also reserves the right to have the offeror
demonstrate that it can successfully meet the criteria for minimum
demonstration of the DSF as stated in Step 2 Demonstration of DSF,
contained within the solicitation evaluation criteria. The US Postal
Service also will not pay any costs incurred in application/proposal
