The general intention of this solicitation is to obtain Hospital Custodial services for buildings 1 through 10 and buildings 54, 55 and 100 located at the National Naval Medical Center, Bethesda, Maryland. The contractor shall provide all labor, materials, supplies, tools, equipment, transportation, supervision and management as necessary to meet contract requirements. The work shall include, but is not limited to: both inpatient and outpatient areas, patient rooms, clinical and critical care units, administrative spaces, utility/mechanical rooms, elevators/escalators, lobby areas, interior/exterior courtyards, parking spaces/areas and stairways. This will be a source selection procurement for a combination firm fixed-price and indefinite quantity contract that will include a base year and up to four option years. Award will be based on the basis of Best Value to the Government considering the price, past performance and non-priced evaluation factors stated in the solicitation. Non-priced factors include the following: Technical/Management Factors: (1) Relative Experience; (2) Project Staffing; (3) Corporate Management Support; (4) Training Plan; (5) Support for Small Business, Women-Owned Business and Small Disadvantaged Business Program. The Standard Industry Code is 7349. The related Small Business size standard is $12 million. This procurement is being issued as a 100% Small Business (SB) Set-Aside. In accordance with FAR 5.102 (a) (7) availability of the solicitation will be limited to the electronic medium; solicitation will be available for download free of charge via the Internet World Wide Web at http://esol.navfav.navy.mil.
