combined synopsis/solicitation for commercial items prepared in
accordance with the format in FAR Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; quotes are being requested and a
written solicitation will not be issued. Award shall be made pursuant
to Simplified Acquisition Procedures utilizing Small Business
Set-Aside. Pine Bluff Arsenal has a requirement for an Explorir-er
Basic Camera System package (-20 to 900C), part number 505254-02, or
equal, radiometric calibrated, microbolometer-based infrared camera
system with Reportir Thermal Analysis and report Generation Software,
or equal. Camera features shall include the following salient
characteristics: 320X240 element array sensitive to energy in the 8.0
to 14.0 micron waveband with a demonstrated noise equivalent
temperature difference of 0.15C and be equipped with a 35mm f/1 LWIR
lens that furnishes a 26 X 19 degree field of view. The camera shall
have the following enhance-ments: uncooled, microbolometer-based
detector technology, operational in 45 seconds after it is turned on
and no sound when turned on, and a totally solid-state detector which
requires no periodic maintenance; physical appearance of a comcorder,
operable via one hand, and total weight of camera with battery and lens
less than 6 pounds; operated via standard, conventional lithium ion
batteries; shall provide temperature measurement functions such as
three movable spot meters, movable line profile, isotherm and area
functions on live, frozen and recalled images; use standard,
mini-PCMCIA flash memory cards and allow use of up to 100 MB
mini-PCMCIA flash cards, images should be able to be stored as .IRI and
.TIF file types and shall be able to store up to 10 seconds of audio as
.WAV files and up to 60 characters of text and shall have capa-bility
of deleting individual images one at a time or all images at one time
in the camera or from a PC; shall have a 2X and 4X digital zoom; shall
provide continuous ambient tempertature compensation and emissivity
correction; shall have a miminum of 5" active matrix color LCD display
that folds in and out from the side of the camera and rotates for
viewing from virtually any direction, and; shall have an interval
recording mode that allows for automatic storage of images in
selectable increments (i.e. hours, minutes, and seconds). Salient
character-istics for the Software for the camera are: shall be
compatable with Windows NT and shall be based on Microsoft's Office for
handling report generation and allow direct linking to other Microsoft
programs such as Excel, Word, Power-Point and Access. Software shall
allow captured thermal and visible images to be placed in the desktop
publishing environment along with temperature analysis tools, such as
results tables, profile displays, trending and graphical histogram
distribution. Software shall allow complete post image processing of
color palettes, ranges and object parameters. Delivery shall be 30 days
after receipt of order and FOB Destination. The standard industrial
code is 3823 and the Small Business Size standard is 500. The following

Certifications-Commercial Items;52.212-4,Contract Terms and
Conditions-Commercial Items, 52.212-5, Contract Terms and Conditions
Required To Implement Statutes or Executive Orders; and 52.232-36,
Payment By Third Party. Also included is DFAR clause 252.204-7004,
Required Central Contractor Registration. Clauses may be accessed
electronically at www.arnet.gov/far . As a minimum please provide on
letterhead or SF1449 your quotation with a separate price for the
camera system and the software package, your e-mail address, your Dun
& Bradstreet number, Federal Tax I.D. number, the completed format in
52.212-3 Offeror Represen-tations and Certifications -- Commercial
Items, and remittance address. Please indicate if you would prefer
payment by Government Credit Card or Electronic Funds Transfer.
