Commerce/NOAA intends to procure on a sole source basis from John
Lincoln, services to assist the National Weather Service/International
Activities Office by providing support for the U.S. Saudi Arabian
Technical Coopera- tion Agreement known as the ARSAD. The proposed
contractor shall demonstrate expertise in conducting a thorough
assessment of the Saudi Weather Service known as the Meteorology and
Environmental Protection Administration (MEPA). In addition, the
proposed contractor shall identify weaknesses and strengths in MEPA
with recommendations for improvement. Also, the proposed contractor
shall liaise with the U.S. ARSAD Project Manager and Project
Coordinator in the International Activities Office of the National
Weather Service and identified Saudi contacts at MEPA Headquarters,
Jeddah, Kingdom of Saudia Arabia. The proposed contractor will work
with MEPA and Project Coordinator to deliver training and technical
transfer of environmental data. This will include writing proposals and
guidelines for purchasing equipment, management information systems,
profesional journals, and CD ROM training. Additional training includes
obtaining VISAS, hotel reservations, airline tickets, per diem, and
other requirements that surface when developing the course. This is a
notice of intent. No solicitation document is available. The award will
