Army Aviation & Missile Command proposes to acquire, on other than full and open competitive basis, Engineering and Technical Support for the Suite of Integrated Radio Frequency Countermeasures (SIRFC) and/or the Suite of Integrated Infrared Countermeasures (SIIRCM) integration under the Apache Longbow Program. Effort is to secure support in the Aircraft Integration Laboratory (AIL) with the major effort occurring during ground and safety flight testing. The Government intends to utilize a Time and Material delivery order to contract DAAH23-99-G-0012. This is a sole source requirement to Longbow Limited Liability Company, 578 South Semoran Blvd., Orlando FL. Only LBLLC possesses the technical expertise and experience necessary to execute FCR support to integration of SIRFC/SIIRCM. Under the Authority and Justification for Other Than Full and Open Competition of 10 U.S.C. 2304(c)(1), only one source or a limited number of responsible sources are able to satisfy agency requirements.
